Car Park Upgrade and Public Access Works for Cumbria County Council
Thomas Armstrong (Construction) Ltd was appointed to upgrade and redevelop several busy car parks centred around Kendal County Hall. The works were completed over an 18-week programme and delivered on time in August 2020, with full coordination of public access, emergency routes, and council service continuity.
The project included muckshift, construction of four new parking areas, new drainage and gullies, street lighting and ducting, SMA surfacing by our in-house team, electric vehicle charging points, cycle shelters, new ticket machines, stone planters, and extensive landscaping. Reinforced concrete flood wall construction was completed alongside the River Kent using local stone. All works were delivered under NEC 3 Option A with strict adherence to stakeholder and traffic management protocols.

- In-situ reinforced concrete flood wall (with local stone finish)

- Stone attenuation tanks with non-permeable membrane
- Reinforcement grid and gravel to parking zones
Project Achievements
- 91 parking bays and 2 disabled spaces maintained throughout
- Completed on time and within budget (£996,000)
- No complaints and zero cable/service strikes
- Zero Health & Safety or pollution incidents
- Stakeholder liaison ensured Fire, Ambulance and Police access
- Commended for effective traffic and programme management
